Residents do not visit an LGU website to be impressed by animation. They want office hours, a downloadable form, a hotline, or an announcement they can open on a phone while lining up. A barangay website developer in the Philippines should design for that reality first.

Timelines should be honest. Content gathering (photos of officials, ordinance lists, hotlines) often takes longer than the code. A good barangay website still needs someone inside the LGU assigned to send updates.
